There is no option to obtain a full static IP under a residential plan by VOO. As @pthierry said, your public wan IP is « semi-static » and it changes very rarely because linked to the mac adress of your material (voo modem or external router when modem is in bridge mode)
As a new customer, you may sometimes be placed under private IP (also called CGN), but in this case you will have to ask to switch back to public wan IP.
